The Agricultural Development Agency (ADA) supports implementation of Morocco's agricultural strategy, particularly investment, solidarity agriculture, partnerships and support for project leaders. This page helps you identify what ADA can actually provide and what belongs to other agricultural or administrative bodies.
The role of ADA
The Agency states that it contributes to implementing the government's agricultural-development strategy. Its missions include mobilising and developing agricultural land, promoting investment, public-private partnerships, agricultural aggregation, support for young entrepreneurs, solidarity agriculture and promotion of local products.
If you are preparing an agricultural project
- consult the investment guides and information published by ADA;
- check which Agricultural Development Fund mechanisms apply to your project;
- look for current calls and partnerships rather than relying on an old programme;
- for sanitary approval or food-safety questions, use ONSSA;
- for marine aquaculture, check ANDA services rather than ADA.
Investment and support
ADA publishes information on State support for agricultural investment under the Agricultural Development Fund and provides practical guides. It also supports partnerships and investors in project implementation. Assistance is not automatic: it depends on the type of investment, the rules of the mechanism and the evidence requested for that programme.
Solidarity agriculture and current programmes
In July 2026, ADA announced the launch of PAASIFEJ, planned for 2025-2030 in seven regions, with objectives relating to inclusion of rural women and young people, agricultural entrepreneurship and value-chain development. This illustrates why applicants should verify programmes currently in force rather than copy old lists of grants or schemes.
What ADA does not replace
ADA can orient and support an investment project but does not replace the authority responsible for each formality. A sanitary authorisation belongs to ONSSA; a land-title issue may involve ANCFCC; foreign-trade procedures use their own single windows. For a project leader, ADA's first value is therefore to frame the investment, identify relevant mechanisms and verify open programmes before starting the sector-specific procedures.
Official sources checked
Key point: ADA is mainly a development and agricultural-investment actor. For a sanitary, customs or land formality, identify the competent body before preparing the file.
