AMDL — the Moroccan Agency for Logistics Development is primarily a public body for planning, coordinating and developing Morocco's logistics ecosystem. Its institutional website is useful for programmes, projects, studies and sector information. It should not be confused with PortNet or BADR, which support operational foreign-trade and customs procedures.

What is AMDL's role?

The Ministry of Transport and Logistics describes AMDL as a public institution whose missions include planning and structuring logistics-zone projects, coordinating improvements to logistics chains, supporting the profession, contributing to the regulatory and standards framework, developing skills, and maintaining strategic and technological monitoring.

When should you consult AMDL?

  • to look for information on logistics zones and sector-development projects;
  • to consult studies, publications, regulations or institutional documents related to logistics;
  • to understand the Agency's role in improving supply and logistics chains;
  • to identify a programme or sector initiative before contacting the authority responsible for the operational procedure.

What AMDL does not replace

An importer or exporter should not treat AMDL's website as a universal transaction portal. Many foreign-trade procedures are coordinated through PortNet, while customs operations remain under the Customs Administration. Depending on the goods, other authorities may also be involved, such as ONSSA, a sector ministry or the Foreign Exchange Office.

How can a company use AMDL information?

Before a location or logistics-optimisation project, AMDL publications can help you understand national priorities, logistics areas and supply-chain performance issues. They are not an investment authorization or a customs clearance. For a concrete operation, connect the sector information with the relevant territory, the type of goods and any permits that may be required.

This distinction is particularly useful for SMEs: AMDL provides information about the logistics ecosystem, PortNet centralizes many foreign-trade procedures, and sector authorities decide on authorizations that fall within their remit. A single project can therefore involve several public contacts.

Key point: AMDL = development of the logistics ecosystem. PortNet/Customs = operational import-export procedures. This distinction prevents you from looking for a transaction on an institutional information portal.
