Quick answer. Casablanca Finance City (CFC) status is intended for eligible companies that want to establish and operate from CFC. Casablanca Finance City Authority (CFCA) assesses applications using criteria related to the activity, real substance, governance and contribution to the ecosystem.
Which companies may qualify?
CFCA distinguishes several categories, including financial companies, service providers, trading companies and certain investment structures. Having African clients or a Casablanca address is not enough by itself: the activity must fall within an eligible category and the company must satisfy the substance requirements.
Real presence requirements
CFC's published criteria include having the head office in CFC, managing and operating the company from CFC, having at least one director resident in Morocco and maintaining operating expenditure consistent with the business. International-experience requirements may also apply to certain senior managers.
How to apply
The process published by CFCA starts with contact and a letter of intent. It then includes a business plan, the application form, signature of the code of ethics and payment of the application fee. CFCA reviews the file and notifies the company of its decision.
Obligations after approval
CFC status creates continuing obligations. CFCA indicates, among other things, that an annual report and annual fees must be submitted. Regulatory or tax advantages do not remove the need to maintain the substance and compliance conditions that supported admission.
Before submitting
- confirm the activity category;
- document the regional or international project and management team;
- prepare the plan for a genuine establishment in CFC;
- contact CFCA before the formal application;
- do not build the application only around a tax benefit.
Company formation and CFC status are separate steps
A company that has not yet been incorporated may receive support with establishment, but obtaining CFC status remains a separate decision. CFCA states that a not-yet-established applicant may, subject to conditions, benefit from an accelerated incorporation route through the Casablanca CRI. That does not mean every company created in Casablanca obtains CFC status. Plan incorporation, actual establishment in CFC and the status review as distinct workstreams.
