The National Portal of Territorial Authorities is an information portal operated by the Directorate General of Territorial Authorities (DGCT). It provides publications, open data, legal texts and information about regions, prefectures/provinces and municipalities. It does not replace each municipality's counter or transaction platforms such as Rokhas.
What can you find there?
The DGCT publishes information on territorial governance, local finances, legal texts and updates, as well as an open-data section. That section can provide items such as accounting and financial statements, citizens' budgets, development plans or action plans and links to territorial-authority websites.
| Your need | Appropriate portal |
|---|---|
| Understand the organization or read territorial publications | National Portal of Territorial Authorities |
| Consult certain financial or open data for an authority | DGCT Open Data section |
| Submit an urban-planning or economic authorization | Rokhas |
| Apply for a building permit where the procedure is available | Rokhas — building permit |
| Complete a local procedure that is not digitized | Competent municipality or territorial authority |
Why the competent territorial authority still matters
Territorial authorities are not a single organization. A procedure may fall under a municipality, a prefecture/province or a region, and practical reception or filing arrangements may vary. Before submitting a file, identify the competent authority and check whether the procedure has a dedicated electronic counter.
Open data and local transparency
The DGCT open-data section is useful when a citizen, association, researcher or company is looking for public information about a territorial authority. Depending on availability, it publishes accounting and financial statements, citizens' budgets, development plans or programs and links to authority websites. Availability varies by territory and document type.
For an individual procedure — such as an authorization, local document, tax or municipal service — this information does not replace the competent counter. Check the municipality's website or the dedicated national platform where one exists, then verify the documents and conditions specific to the procedure concerned.

Key point: use the DGCT portal for territorial information and data; use the transaction service or competent local authority when you actually need to file an application.
