Quick answer. “Customs through PortNet” is not a separate customs-clearance system. PortNet is the digital single window coordinating many foreign-trade procedures and exchanges with public authorities, while BADR remains the Customs Administration's transaction system for customs declarations and clearance of goods.
When should you use PortNet?
Use PortNet when your operation involves an import or export formality integrated into the single window: an import title, licence, authorization, exchange with a partner administration or transmission of data between stakeholders. The portal distinguishes foreign-trade services from port and cargo services, so start from the area that matches your operation.
When should you use BADR?
For filing and tracking a customs declaration, carrying out clearance operations and, where the authorized profile allows it, handling duties and taxes, BADR is the reference system. The Ministry of Economy and Finance presents BADR as the online customs-clearance system used for both imports and exports.
PortNet and Customs work together
A procedure started in PortNet may send information to Customs and receive a control result in return. This reduces duplicate data entry, but it does not mean every customs function is available in one interface. PortNet also documents powers of attorney allowing freight forwarders to act for a company in BADR.
Practical sequence
- decide whether your immediate need is a foreign-trade formality or the customs declaration itself;
- for an import, verify the import title and any required licences or technical approvals;
- use PortNet for the coordinated procedure with partner administrations;
- use BADR for the customs operations attached to the declaration;
- keep the file number, declaration and acknowledgements produced by each platform.
Do not confuse it with Diw@nati
Diw@nati is another Customs space that can be used for monitoring operations, documents, receivables and notifications relating to an economic operator. If you need an overview of your relationship with Customs rather than a specific PortNet procedure, that service may be more suitable.
Example: preparing an import
PortNet presents the import title as an important early formality: an import undertaking when the goods are freely importable, or an import licence when authorization is required. Domiciliation, technical-department opinions and exchanges with the parties concerned can follow. This prepares the operation; it does not replace the final customs declaration in the competent system.

Key point: PortNet coordinates the foreign-trade procedure; BADR handles customs clearance. The correct portal depends on the stage of your operation.
