Quick answer. NARSA’s “Registration certificate” page brings together several different procedures: first registration, imported vehicle, transfer after a sale, exchange of the certificate, duplicate and withdrawal from circulation. There is therefore no single “grey card” file that applies to every situation.

First registration of a new vehicle purchased in Morocco

NARSA states that the registration file must be submitted within 30 days. For a vehicle bought for cash, submission is handled by the seller or dealer; when the vehicle is financed, the financing institution intervenes according to the published procedure. The file is submitted to the competent provincial or prefectural NARSA service for the buyer’s place of residence, in exchange for a temporary receipt.

Is the application entirely online?

Not for the user in the general case described by NARSA. The agency provides dealers with an IT platform to enter and transmit data, but the official procedure still provides for submission of the file to the competent service or, depending on the operation, to approved partner agencies.

Documents cited by NARSA for registration

The list varies with the vehicle and the way it was acquired. For a new vehicle purchased in Morocco, NARSA mentions in particular:

  • the application on the required form, signed by the parties concerned;
  • proof of residence;
  • the certificate of conformity and approval documents;
  • the temporary WW circulation declaration;
  • the customs-clearance certificate if the vehicle is imported;
  • financing documents for credit purchases or participatory financing;
  • the receipt for registration duties;
  • additional supporting documents linked to professional use when required.

Selling a used vehicle: do not follow the wrong route

For a change of owner, NARSA refers users to the vehicle transfer portal. Seller and buyer must complete the transfer steps and then submit the file through accredited Al Barid Bank or Barid Cash outlets, within the published deadline after legalization of the signature on the sale declaration.

Exchange or duplicate

An exchange may apply when the document reaches the end of its validity, is damaged, identity information changes, certain technical characteristics change, or a financing lien is released. In the event of loss or theft, follow the duplicate procedure, which notably requires a loss or theft declaration and payment of the corresponding duties.

Fees and deadlines

NARSA publishes tables of charges that vary according to the vehicle type, fiscal horsepower and the operation concerned. These amounts are too specific to be reduced to one reliable flat fee. Check the exact line matching your situation and also verify any late penalties that may apply.

Before submitting: first identify your exact case — new vehicle, imported vehicle, transfer, exchange or duplicate. The file and submission location change according to that choice.
