Quick answer. Exchanging or renewing a vehicle registration certificate applies when the registration document must be replaced because of a change recognized by the rules, such as the owner’s identity, technical characteristics, the end of vehicle financing or another documented reason. It is not the same as a transfer of ownership after a sale.

When is renewal required?

NARSA publishes several cases for renewal of the registration certificate. The required file depends on the reason: a change in identity, modification of the vehicle, release after a loan has been settled, or another change that requires the document to be replaced.

Change of address: a special case

NARSA specifies that when only the owner’s address changes, the administration may update the information without requiring renewal under the same conditions as a full exchange. Check the exact reason before paying fees unnecessarily.

Documents and submission

The file may include the relevant regulatory form, proof of residence, the original registration certificate and the document proving the change. NARSA indicates submission through Al Barid Bank/Barid Cash agencies for several recent procedures, with particular rules for some older paper documents.

Receipt and deadlines

The procedure provides for a submission receipt whose validity period is indicated by NARSA. When a change is subject to a statutory deadline, late action may lead to an administrative fine. Do not rely on an old guide; verify the current conditions when submitting the file.

Exchange, duplicate or ownership transfer?

  • exchange/renewal: the owner remains the same but a detail or situation changes;
  • duplicate: the document has been lost, stolen or damaged;
  • transfer: the vehicle changes owner.

Late filing and exchange fees

NARSA notes that some changes must be declared within the period set by the regulations and that late filing may result in an administrative fine. The file also includes proof of payment of the applicable exchange fees. Check the current amount and your exact reason before submission, because these fees are not the same as those for a transfer of ownership.

Professional vehicles: extra documents may be required

For certain goods vehicles above the regulatory threshold, an authorization to register the vehicle may be required when the owner is not entered in the relevant register. If the vehicle is used professionally, verify this point before going to the counter.

Key point: identify the exact reason before preparing the file. Exchange, duplicate and ownership transfer are three different procedures.
