Quick answer. PortNet covers several stages of an import operation: advance preparation, the import title, controls, border processes, transit and related services. The correct starting point mainly depends on the goods' import regime and on any licences or technical approvals required.

The import title

PortNet presents the import title as a major early formality. If the goods are freely importable, the operator records an import undertaking. If they are subject to authorization, an import licence must be sent to the competent department for approval.

Bank, Foreign Exchange Office and Customs

The process may include bank domiciliation, financial settlement, opinions from technical departments and customs allocation. PortNet connects these stakeholders but does not replace their own rules. A favourable commercial authorization does not automatically waive customs, sanitary or technical requirements.

Inspection and controls

Depending on the product, technical authorities may carry out checks before or during border clearance. Before shipment, determine whether the goods are subject to sanitary, technical or regulatory control. Doing this early reduces the risk of discovering an outstanding authorization after the goods arrive.

PortNet and BADR

PortNet coordinates foreign-trade procedures. BADR remains the customs declaration and clearance system. Data can move between the two systems, but the importer or freight forwarder must use the appropriate tool at each stage.

Pre-import checklist

  • identify the goods code and import regime;
  • verify whether imports are free or require a licence;
  • prepare the import title, invoice and transport documents;
  • anticipate technical or sanitary controls;
  • follow opinions and status updates in PortNet;
  • coordinate the customs declaration and release of the goods.

What the import title does not replace

The import title organizes the intention to import and, depending on the case, its bank domiciliation or official approval. The wider process may still require technical opinions, payment steps, customs allocation and a change of bank counter. An approved import licence is therefore neither a customs declaration nor a universal sanitary authorization. Before the goods arrive, also decide who will file the BADR declaration and which documents must be ready for release. If you work with a freight forwarder or bank, assign responsibility for each PortNet step before shipment.

Key point: verify the goods' import regime before arrival. PortNet makes the workflow easier but does not remove sector-specific authorizations.
