Quick answer. The Unified Social Register (RSU) is a national system used by social-support programmes to assess the socio-economic situation of households. Registration is free, and the official portal states that registration remains open continuously.
Prerequisite: an IDCS for every household member
The RSU portal specifies that each member of the household must have a Civil and Social Digital Identifier (IDCS). This identifier is obtained after the individual is registered in the National Population Register (RNP). If a household member does not yet have an IDCS, start with the RNP before attempting the household registration.
Household registration process
- obtain an IDCS for every relevant household member;
- create the household account in the RSU;
- complete the registration form;
- validate the request and keep the information needed to access the account later.
The RSU presents the online route as a process that can be completed without travelling to an office or presenting supporting documents within that digital flow, subject to the information already established through the members’ identifiers.
What the RSU does — and does not do
The RSU does not itself pay a benefit. It registers the household and records or calculates socio-economic information used by programmes that then apply their own eligibility rules. In the direct social-aid process, for example, RSU registration comes after the RNP step and before the benefit application on the relevant aid portal.
Information to prepare
ANSS explains that RSU registration involves the household composition and information about income and living conditions. Prepare the household information before opening the form and verify that the IDCS for each member is available. Accurate household composition matters because programmes may rely on the registered data when assessing eligibility.
Changes in household circumstances
A change in composition or socio-economic circumstances can affect information used by social programmes. Use the household account and the RSU update functions rather than creating a second household simply to correct data.

Essential distinction: the RNP assigns an IDCS to an individual; the RSU registers the household and its socio-economic situation. The two steps are linked but are not interchangeable.
