Quick answer. The ANCFCC market-value reference service publishes real-estate reference prices jointly retained by the General Tax Directorate and ANCFCC. Values are organized by geographic zone and property category. They may be used as a reference for certain tax calculations and land-registration fees; they are not a direct commercial appraisal of your property.

What is the reference guide actually used for?

ANCFCC explains that these values are used in particular for calculations linked to personal income tax on real-estate profit and to certain land-conservation fees related to covered transactions. For users, the practical benefit is access to the same administrative reference level used for the situations described in the official guide.

Why the displayed price is not “the value of my house”

The official service states that prices are based on an average of prevailing prices by zone and property type and are provided as an indicative basis for the relevant duties and taxes. Two properties in the same city may fall into different zones or categories. The physical condition of the property, its commercial characteristics and a negotiated sale price are therefore not replaced by the value shown in the reference tool.

How to consult the guide without choosing the wrong reference

  1. identify the exact location of the property first;
  2. find the corresponding zone in the zoning atlas when the service provides it;
  3. select the correct property category, such as land, a built property or a more precise category in the glossary;
  4. record the value and the version consulted for your file;
  5. for a complex tax or land-registration situation, compare that reference with the actual procedure required by the DGI, ANCFCC or the professional handling the deed.

Zoning can be very precise

ANCFCC defines a zone as a geographic area showing consistency in prices and property types. Depending on the location, the division may go down to a boulevard, avenue or street. Using a simple “city average” from another website can therefore produce a figure different from the official reference applicable to the property.

Values may change

The administration indicates that data may be updated periodically to reflect changes in the property and land markets. For an ongoing transaction, consult the official service when preparing the calculation or formality instead of relying on an old value copied into a personal document.

Key point: use the reference values for the administrative purpose for which they are published; do not present them as a professional appraisal or a guaranteed selling price.
