Quick answer. SMART is the Office des Changes digital platform for several procedures related to Morocco’s foreign-exchange regulations. It supports, among other functions, authorization requests, certain declarations and remote follow-up. The correct module depends on the exact nature of the foreign-exchange operation.
What functions are available?
The current SMART page provides access to authorization requests, the enquiries space, complaints, additional tourist allowance, Ex-MRE declaration and the digital mail office. A user therefore should not automatically choose “authorization”: first identify whether the need is regulatory approval, information, a complaint, a declaration or another specific service.
How is an authorization request followed?
The Office des Changes explains that SMART structures the data and documents required for the application, allows the user to follow processing stages and sends electronic notifications when the request is filed and when processing is completed. Keep the reference and the submitted documents so that you can answer a request for additional information without starting again.
Individuals, companies and banks
SMART can be used by individuals and legal entities for professional or personal purposes. A module is also provided for banks acting as authorized intermediaries, including when they submit a request for a client. The route and evidence can therefore differ significantly depending on the profile.
SMART is not OC CONNECT
The Office des Changes offers other digital tools. OC CONNECT is particularly oriented towards personal foreign-currency allowances and consultation of those allowances. For a regulatory request, declaration or enquiry addressed to the Office, SMART is generally the appropriate starting point.
Enquiry, complaint or authorization?
An enquiry asks for information or clarification; a complaint challenges or reports a problem; an authorization request concerns an operation that requires regulatory examination. Selecting the correct module helps route the request and avoids sending sensitive documents through an unsuitable form.
Before submitting
- identify the foreign-exchange operation;
- verify whether authorization is actually required;
- prepare the evidence requested by the selected interface;
- keep the acknowledgement and monitor notifications;
- use the enquiry space or official contact channels if you need help assembling the file.

Key point: an authorization, an enquiry, a complaint and a personal allowance do not use the same workflow.
