Quick answer. For a complaint or grievance about the public justice service, the digital entry point has changed. The Ministry of Justice's former complaint-monitoring centre now directs users to the national unified complaints portal. Start with the channel currently indicated by the ministry rather than an old form found through a search engine.
Administrative grievance or judicial procedure?
A complaint about reception, an administrative service or the functioning of a public administration is not necessarily the same as a criminal complaint or a procedural act in a court case. The national complaints portal is intended for administrative grievances and their follow-up; a judicial procedure follows different rules and may require a court, public prosecutor, lawyer or Mahakim service.
Do not mix the files
If you need to follow a case already registered before a court, use Mahakim. If you want to send an administrative grievance to a public body, use Chikaya. Choosing the wrong channel can delay handling because the receiving service may not have jurisdiction over the issue.
Before submitting a grievance
- identify the administration or institution concerned;
- summarise the facts with dates, places and file references;
- attach only documents relevant to the problem and avoid unnecessary sensitive data;
- keep the complaint number generated by the portal;
- use the follow-up function instead of creating repeated identical complaints.
Other Justice online services
For a criminal-record certificate, nationality certificate, court-case tracking or payment service, use the dedicated Justice online-services hub. Those services have distinct purposes and should not be replaced by a general administrative complaint.

Key point: distinguish an administrative grievance from a court procedure, and keep the tracking reference once the complaint is registered.
